Web Design Sites
WordPress is a free and open source blogging tool, used to create websites from templates.
WordPress is used by over 14.7% of Alexa Internet's 'top 1 million websites' and as of August 2011 manages 22% of all new websites.

Wix.com is an Israeli company founded in 2006 that offers a similar service, allowing web creation from a variety of themes and blank templates. From a brief glance, this looks like an easier programme to use as a web design novice, but perhaps will not look as professional for an official website as it would using WordPress.
I-M.co
This looks similar to Wix, and perhaps is more geared towards creative websites such as photography portfolios.
I feel that WordPress may be the most suitable to use for this project, as the other two seem better suited to portfolio and design sites, although that is maybe too hasty an opinion on the sites. As I do not currently have the brief, I am guessing as to what the client requires and so it is difficult to research around existing sites or make design decisions, except that I would like the design from the report cover to be a part of the site.
I am currently looking to create a portfolio website of my own and will experiment with WordPress and Wix to see which I get along better with.
